The blocks of text in some German styles indicate a cluster of related ideas, where a single line break introduces a new face of the same topic. A double-spaced break starts a new topic, much as a topic sentence introduces a paragraph in English. I am not convinced that this style works especially well in English, but it may be my topic-sentence chauvinism at work!
